No. The scale is 50 men per Strength Point in 3DoG and 100 for TSS2, the leadership rules are different, and 3DoG uses a base 10 morale instead of base 6 for TSS2 to name a few of the differences. That said, the map scales are very close, so you could probably use the TSS2 counters with the 3DoG maps.

What you can do is swap the new 3DOG maps with the TSS 2nd Ed maps, thus using the old rules and counters.
