You only need the base game and Campaign book 1 right? So I start the D-Day campaign and the last scenario is #21...

Utah Beach (21A) is #4 in the Air Pack (with air rules, obviously).

You can find a no-air version in the Military Archives.

I guess the cover text makes it clear: only base game plus Campaign Book (for the Campaign rules). So its fine to play the non Air Pack version.

The Juno Scenario also says it needs the terrain pack. Now, I have the terrain pack, but I'm putting this fact out there for anyone else trying to figure this out.

Technically, the Juno beach scenario can be played without the Terrain Pack.

The original version didn't use the one river fork.

To answer your other question, lydon is correct, the Air Pack was not intended for use with this campaign. It was intended as an introductory campaign and designed with just the Base Game and the Campaign Book in mind.
