I asked a similar question previously HERE.

Stimmt So! and Al Capone were the precursors to Alhambra, and even though I have never played the former two, I was under the impression that the biggest change from Stimmt So! to Alhambra was the addition of the walls and the rules regarding placement and walls.

Does anyone know for sure if this game is or isn't just Stimmt So! repackaged and rethemed?

Steve, you are right about Stimt So / Alcapone.
Alhambra card game is Stimmt so without changes. It is themed ,
as the name suggests, after Alhambra and will be followed by New york (settup in 1920's).

There are 2 changes from Stimmt So!.

1) The initial money rules from Alhambra are used.
2) The 2 player variant rules from Alhambra are used.
