Can an operations card queue span across turns? I did not see anything in the rules one way or the other so I am presuming the answer is yes?

(It hasn't actually happened but my opponent asked me that question last night while we were playing.)

See 7.1.A.iii: "When creating an Operations Queue, the player must play each subsequent Strategy Card into the Queue until he uses the Queue or abandons it. The Operations Queue is abandoned if the player discards or plays any Strategy Card to perform a different activity."

So, as long as you do not abandon the Queue by playing/discarding a Strategy Card for a different activity, the Queue will span turns.

Mark Herman has just ruled that they do not.

OFFICIAL RULING OPs Queue ends with the end phase and does not carry over to the next turn.

If you read the thread leading to the link above, the question arose if a player could start a new year by purchasing the card that had been discarded by the other player at the end of the prior year. As there is no explicit ban and a mild precedent with the operations queue, some wondered if it might be extended. In order to avoid the operations queue being the thin end of a wedge, all cross year things have been nipped in the bud.

And not a moment too soon, as Floyd the Barber was about to use the "Cross-Year OPS Queue" in his ongoing WWR match with Otis.
