While gameplay seems to be essentially the same as FITS (except for not losing points for incomplete rows), the scoring for board two seems to be different...

This is what my gamer German has gleaned; is anyone able to confirm or clarify?:

Positive points for each complete row (and uncovered symbols count towards complete rows), and 3 bonus points for every complete set of 3 symbols of one color left uncovered.

You are correct in that there are no minus points for incomplete lines:

Quote:
Round 1.

Each complete, gapless, horizontal row counts as 1 point. A score of 10 points is the maximum possible. Gaps are not counted as minus points.

Round 2.

Each complete gapless, horizontal row counts as 1 point. In addition there are 9 symbol spaces. If left exposed, those spaces count as if they were covered.

If 3 symbols of the same color are still visible at the end of a round, they count as 3 bonus points.

A score of 19 points is the maximum possible on round 2: 10 points for complete rows plus 9 bonus points for matching symbols. Just as in round 1, gaps are not counted as minus points.

So that means that you start that board with 9 points, and there is no reason to ever cover a symbol, because that would mean that you need to do 3 points to compensate, and I don't see how covering a symbol would guarantee you can make 3 more lines. So you could always skip every piece that comes.

Maybe there's something I'm missing in the rules? I'm playing according to what I was taught, since the rules are in German, French, and Italian, and I don't speak any of those languages.

I think you are correct (you essentially "start" with 9 points on that board...) However, you will still lose to anyone who manages to fill up a few extra rows as well.. (Remember that the symbol spots count as "covered" in terms of forming up covered rows...)
