I played both games and they are very difficult to compare.
Heroes Of The World is a light game, it is more an Area Control Game than Civilization Developement. It is quite random, you don't have so much influence on the cards and the fights are resolved by a die. It's ok and takes only about 60 minutes to play.
Through the Ages is a great game. It seems complicated in the beginning but after a few plays you completly understand the mechanics and tactics. You have to expand your civilization with new developements that will help you in the future. There are lots of different possibilities to win the game, different tactics and lots of options each turn. It takes more than 120 minutes to play but even if defeated you can enjoy it. Here is a great review: A Comprehensive Pictorial Overview: The quintessential civilization game for the modern euro gamer?
