The main idea behind these two maps for Age of Steam seems to be that some cube deliveries will only reward you at the end of the game. But Steam already has the trade-off between transporting for victory points or income. So doesn't that remove a significant part of the uniqueness of these maps for Steam? Or am I missing something (having mostly played basic Steam so far)?

For Gold Rush, the VP vs. Income choice is present anyway, so it's a little bit similar. However, finding and picking up gold cubes is still unique, and given the limited number of resources on the board it's still something that's useful, especially as it doesn't require a longer locomotive.
For Underground railroad, it's totally different, as the number of gray cubes delivered determines who wins, regardless of the number of links (though you still need a train with a strong enough locomotive to deliver those cubes).
