The fortification chit can only be played by the defender.
But first chit is always played by attacker.
Does it not make fortification useless to the defender, as the attacker will always have the chance to roll for a first attack chit before the defender can play fortification ?

I think as useless as any other chit in the defender´s cup.
Battle chits reflect battlefield events. And attacking is always encouraged. So is the advantage of "first playing".
Also, "fortification" is a very powerful chit as makes a simple Soviet infantry unit of "5" upgrade to "7" and you can roll for him in every chit. Many, many times that chit defeated Axis attack or made them paid a very dearly cost. Also think that a single Soviet unit is not going to hold any piece of ground all over the mapboard...
