The tactics of many monsters say if a hero is "within one tile", do something. Does this mean if the hero is on the same tile as the monster, or on the same tile and adjacent? (I read that as adjacent but something's telling me that's not right)

"Within One" means that the hero is either 0 or 1 tiles away...

So, yes, read it as "this or an adjacent" tile...

One point I would clarify, though, is there is a difference between "within 1 tile" and "1 tile away" - the former is on your tile, or 1 tile orthogonally away, the latter is just 1 tile orthogonally away and doesn't include your tile - I mention this as there are certain abilities or bonuses that can only target distant tiles.
