He needs to have the money to but the building. If he wants to buy a building that costs 3 gold, he needs to have 3 gold, pay it to the bank, and then get it back. He cannot build something that costs 4 gold.

Well, yes. But AFAIK this is the general rule for all characters. So I thought either I'm missing something or the rules just repeat themselves.

Well, since the Alchemist gets all his money back it's conceivable that someone might think "since it's not costing me anything anyway, I don't need to have the cash on hand upfront".
