Isn't there an error in the picture on page four of the rules? It shows buying and storaging an iron (black) good but that particular city doesn't sell iron. Or am I misunderstanding the rules?

On page five: "Each player may move a wagon, even if it is empty." So I gather that all the players choose on of their movement tiles and, starting with the starting player and moving clockwise, each player moves any of the three possible wagons.
