1) How does the mutiny phase work anyway? Is it a continuous bidding round where everyone involved can play conflict cards until all passes? Or do everyone get 1 shot at playing cards down?
2) What happens when there's a tie at zero conflict? Mutiny wins? Because Sugi's reference suggests otherwise.
1) Once around the table. Captain plays extra cards down, then the next player, etc (as long as they're involved, Merchant and Loading Clerk are skipped).
2) Mutineer wins ties.
