Small point of confusion: On the VP player aid, it states that capturing Paris on turns 1-5 is worth 3 VPs, while on turns 6-10 it is worth 16/8 (depending on whether Paris is declared an open city). Is it actually worth less for the German player to take Paris more quickly, or is this a typo? If it is accurate, why?

I was wondering the same thing, and managed to find the answer from an old post in Consimworld:
What Ted said on Paris: The lower Paris early VPs were expressly put there in the historical scenario to keep the Germans on task. Taking Paris while the Allies had an intact army in the field would not have won the campaign. Taking Paris after that army was broken would be the coup de grace.
