The rules say:

Each player selects a color and takes: [...] 1 movement marker

Movement rules
A player has exactly as many movement points available as he has movement markers in his play area. At the beginning of the game, each player has two movement markers[...]


There is one movement marker in each of the players' colors, so obviously each should have one. But where does the second come from as there are no fortresses built yet?

the two markers are a combination of:

---
• Jeder Spieler erhält in einer Farbe: 4 Siedler, 3 Legionäre, 1 Bewegungsmarker und die Gebäudestufen 12x Siedlung, 12x Rohstoffbetrieb, 9x Kastell, 6x Befestigung.
---

and

---
• Im Uhrzeigersinn legen die Spieler nun, beginnend mit dem Startspieler, ein Kastell Stufe I in ein beliebiges der beiden dunkelgrünen Felder ohne aufgedruckte Pikten, die an das obere hellgrüne Feld grenzen (siehe auch Seite 2). Dafür erhält jeder Spieler sofort einen neutralen Bewegungsmarker.

Da ich dich schon mal am Rohr habe:

Ich habe das Spiel gebraucht gekauft, und leider fehlt eines der Pikten-Plättchen. Besteht die Chance, dass ich das noch kriegen kann?

And the answer for folks like me who don't know German: during the set-up phase, each player places a stage I fortress, and thus gets a neutral movement marker in addition to the movement marker in their player colour.
