Is there any way to make Pit accomodate up to 18 players? Would two sets do the trick?

You could try 18 players with two sets, however, this results in 18 cards per suit. That makes it a little easier for a given player to go out (with 9), but with 18, you would probably want to award points for the first 5(?) folks to go out, with a reduction of points (-10?) for each later finish.

I have entertained an even larger group with just a single copy. Players are in teams, and must run to and from the trading pit with their offers. Check out my session report. We've played it this way on a few occasions now, and it's always a lot of fun. (Although we don't bother with keeping score for these games, just bragging rights.)
