I believe you can place them anywhere except the Insurance Agent.

The English rule is badly mistranslated. The correct rule (based on German version) should be:

If you want to place a man on a boat, but you don't have enough money (nor unencumbered shares), you can nevertheless place the man on the boat. You pay whatever you can, and the debt is ignored. This only applies to boat spaces; you cannot place anywhere else when you don't have enough money (except as insurance agent, since you don't pay money, but rather take money, to place there).
