Subject: Peaks vs mountains rss

I initially thought the peaks were going to be the impassable terrain of SW, esp since the back side is the impassable caverns. But the rules seem to imply more that it's basically a double-mountain, so taking 2 extra tokens instead of the extra 1 of a mountain. Which is the case?

It is what the rule book says. Double mountains.

Thanks for the clarification. And of course when actually setting up a scenario I realized that the peaks were slightly smaller than the mountains, making it obvious when you stack one atop the other.

DoW has even given the two tiles different colors (yellow and orange) around the edges, in order to make it even more obvious that there are two tiles in the Region.
