The card says "a crystal must be available and the unit must have open slots".

1. I assume this is from the original pool of 36 crystals?

2. Given that each unit has 9 slots, I assume it means you cannot go over 9, rather than over the unit's original Power?

We played it as a limit of 36 crystals and a maximum of 9 per unit.
