In 1860, the rule states that one train per company may run through a city which is filled completely by tokens of other companies.
Does 'running through' mean

- ignoring the station (bypassing it, treat the hex as plain track), or

- 'visiting' the station and include it in your run for payout?

Just like in normal 18XX trains in 1860 may visit tokened stations for revenue. The additional feature that 1860 allows is that once per OR per company, one train may visit a station and then continue past to other stations for their review where normally it would have been blocked from continueing to/for the additional revenue by station markers. This makes the 9+5 trains particularly troublesome.
