I'm at a loss. Scissors never work well.

I tried a Fiskar's Circle Cutter:

But there's no way to lock it in place respective to the paper, no way to lock the arm in place, and it only cuts about half the time. So, when it does cut, you usually wind up with several not quite interlocking partial circles. And there's no way to get it to line up well with a printed counter.

Any suggestions (preferably inexpensive suggestions)?

I'll think of something witty to put here...

Maybe print on circular labels and stick them on wooden disks. I don't know if that helps.

Arch punches work well if you want to cut through thick card.

Otherwise, you could print on label paper and use a circular craft punch to cut circles from the label, then stick them to wooden or plastic discs.

Both arch punches and craft punches come in a variety of sizes.

But I have failed to find the sizes that I want. So I have gone the print onto circular labels route. Takes ages to line things up properly, and is much more expensive, but no hassle, once the set up is done.

eBay is as good a place as any to try.

I use an EK Tools circular punch (1/2" diameter) to make token stickers for 18xx games.

I've had really good results with the Ultra ShapeXpress™ Shape Cutter

It works with Templates that you can position where you want.

I used this set to make new money for London

It takes several passes if you are cutting matte board but it makes a nice circular cut.

The easiest and quickest method is to scan in the blank sheet, then using Photoshop or some other application design the images on new layers, directly over the base layer.

I have a couple arch punches I have used although they have successfully punched holes in a cutting mat. Larger circles would be nice though, up to 2" in size.
