Even counting his three editions of The Three Days Of Gettysburg (first edition) as 1 game and the two versions of Terrible Swift Sword: Battle of Gettysburg Game as another one, Mr. Berg still approaches 30 games in my collection ending up with 27 games. About half are American Civil War Games and the rest are ancients and WWII efforts.
Many complain about the man, but he sure has produced volumes of work.

Reiner Knizia is next with 22 games. Quite a few are small card games, but I have all his classic auction board games from his productive years. I consider Ra as my favorite game of all time, but Taj Mahal, Traumfabrik & Amun-Re are still games in our regular rotation. I've played Ra over 150 times face to face (not counting online plays).

Alan R. Moon is in 3rd with 18 games. Lighter games with plenty of turn angst is the hall mark of Alan's games. UP is still a classic, TTR a great family game and San Marco is the perfect three player game.

There are a few people vying for the top in my collection. I realize you asked for the top three but I'm going to cheat and list more since I don't have exact counts:

Uwe Rosenberg - I have most of his large games and a few of the small.

Stefan Feld - Most of Feld's as well.

Splotter Spellen / Jeroen Doumen & Joris Wiersinga - Looooove their games. I've slowly been gathering them as I find them.

Vlaada Chvatil - Another euro powerhouse, I think I've enjoyed every game of his that I have played.

No 18XX designers in there as I don't believe I have that much overlap in those creator-wise.

I've always tried to make my collection diverse - buying different types of games with different mechanics. And it seems that it has lead towards variety in designers as well.

Kramer and Kiesling are the most popular designers on my shelf (i.e., all of my Kramers are also Kieslings!) with 7 games on my shelves (all of which I either rate highly or believe that I will rate highly once I play, or play more), which include:

Also tied with 7 games on my shelves is designer Kris Burm for his GIPF Project (yes, including the disowned TAMSK), but my rating of these games is not as high as K&K's (which tells me that while I like abstraction, I prefer my abstraction to be mild and evocative).

Coming in third and fourth respectively (due to overall ratings) with 6 games each are Reiner Knizia and Uwe Rosenberg.

While Kramer and Kiesling are likely to remain my favorite and most popular on my shelves, catch me in another year and I wouldn't be surprised if Knizia takes a step up (all it takes is Tigris & Euphrates and I'm there )

With 12 titles in my collection, Martin Wallace is the designer I seek out specifically. I resonate with his approach to game design, where Wallace emphasizes theme, first and foremost, and builds a set of brilliant and innovative game mechanisms around it.
