Yes, Reiner Knizia does revisit some of his ideas time after time. The question is, is that a problem if he can add something new to the idea again and again?

This time let's have a look at the games where you play tiles or cards next to and between items that you can gain and that will give you scores. When these items are surrounded, they are evaluated and the most points (the players' point totals on the cards/tiles surrounding the items) wins the item.

I don't know much about this game but the description from the game page. It seems this title belongs to this list.

Description:
The game is played on a 4x4 game board. Each player has 4 round-shaped and 4 square-shaped tokens numbered from 1 to 4. The tokens have two sides, one of them with a black frame. Each player, alternately, should put one of his tokens on a free field on the game board. When all fields are occupied, it's time to check the effects of each token on the opponent's neighboring tokens. The square pieces work horizontally and vertically whereas the round tokens work diagonally. A token is considered conquered, if the score of the pieces surrounding it is higher than its own value, and it is turned onto its black framed side. The winner is the player with the most points, i. e., a higher difference between the points of the pieces he conquests and the points of your pieces conquered by the opponent.

Originally published with a French revolution "theme" which didn't hide the fact it's an abstract strategy game with numbers as much as the later FFG edition did.
The two players alternatively place one of their counters (tiles numbered 1-10) in order to control that space. When a player puts one of his number counters on the board, he projects influence onto the neighboring spaces in that row and column, and onto the space the counter itself is on. The amount of the influence corresponds to the number on the counter.
So when a counter is surrounded, you check which player has a higher influence represented by the total of the numbers around AND on the given tile. The player with higher influence gets to control the given tile.

In the end, whoever controls all three of the buildings or controls eleven tiles has won the game.

Featuring hexagonal tiles and 3 different "suits" for the three different items: Buddhas, Rice Fields and Helmets to symbolize influence over them. Each tile has an influence over the corresponding item; Samurais and ships are joker "suits". Scoring is done when a city is completely surrounded; only the corresponding tiles are counted for each item.

Endgame scoring is the tricky part: the player owning most majorities (most buddhas, most rice fields, most helmets) wins but in the very likely case that there is a tie in majorities the tie-breaker is the number of other items (the ones the played doesn't have majority in) collected.

The most complex tile- and ruleset in this list belongs to this game (which is practically identical to the one below).
In this game, items to be surrounded are place cards (numbered from 1 - Bag End - to 10that are set on the table during the game. When a (2-square) card is surrounded by 10 cards, it is scored (based on majority) and players receive VPs. After scoring, the next place is set until each place has been played.

There are special rules for placement of cards, also the rules change at some places (there are dangerous and safe places, also some other special thematic rules for some given places), also there are ring tokens to be won and used later for special actions.

Rules for scoring and surrounding are the same as in the original. But here you have square cards instead of hexagonal tiles; also instead of a map you are placing the cities on the table during the game, following some special rules that add some interesting tactics/strategy layer to the otherwise lighter, more tactical card game.

Now that the rules are up, it seems this one is 70% the same as the previous Lord of the Rings entry here. Well, it's simpler than that - and not only because this time you surround only single cards, not double ones. I still would like to give it a try; maybe it works better than the 'original'.

it's only an aspect of the game, but it's certainly there:
Quote:
A village can change ownership when several provinces adjoin it. If, in the village’s adjoining provinces and major provinces, any player has more pagodas than the owner of the village, that player seizes control of it. The previous owner takes his pagoda back and the new owner puts one of his pagodas onto the village.
Placement of pagodas is the way of scoring in Qin so this part of the game is just what this geeklist is about.

Oh my, it seems I forgot to add the most recent (and probably the best after Samurai) game that clearly belongs to this list. Babylonia is played on a hex board like Samurai, you may have influence on 3 different power symbols of cities with your tiles and win them with majorities around them like in Samurai, but at the same time this scoring is rather twisted now.

You score two points for each matching symbol not only on tokens surrounding the city but also connected to the city;
then you check who has the majority of tokens (of any type) surrounding the city and they win the city tile, initiating a rather tricky scoring that is one of the most interesting features of the game.

Just a note. It might seem that Black Sheep also belongs to this family of games. Players place cards around tiles to get them and highest total wins.
 

But it does not belong here. Why?
Mainly because Black Sheep uses one less dimension. The stuff you can gain isn't "anywhere" topologically so whenever you play a card somewhere you won't play it next to any other item. There are no "neighbors" here. Black Sheep belongs to another family that (practically) uses one fewer dimension: The real Schotten-Totten family: Reiner Knizia’s variations on a great idea

Another game that, in some aspects, fits the list, and in some aspects it doesn't (it does not have majority scoring). But it has what's missing from Black Sheep!
This Sudoku variant is about surrounding the middle (yellow) cards with 8 (different from the middle card and each other) cards - and the player to place the last surrounding card wins a(n extra) scoring cube as well!

In this game, just like in King's Gate and Samurai: The Card Game, new scoring tiles/cubes come into play by playing them and placing them according to the rules by the players theirselves.

While it's not exactly surrounding, it's still almost the same idea here so I think it should be mentioned at least. There are golden tiles in each 3x3 square in the Sudoku board (also in case of proper placement, in each row & column). These are actually not scoring items, the "scoring items" are awarded when rows, columns and 3x3 squares of the same color are evaluated. Evaluation is based on majority - whoever has the majority in the given area wins a token worth 1 point. In case of ties the highest numbered tie placed wins. And just like in Atlanteon, when you can prove you have majority somewhere before the given section is full, you can take the scoring token.

On a side note, some later games from the master of area majority, Wolfgang Kramer also feature this idea:

Australia (2005, with Michael Kiesling)
Even though it has China-like visuals and has some El Grande-like area majority concepts, it's about surrounding areas containing two tiles and two scoring for each area - one scoring happens when a given number of your men are placed around the area, and the other scoring happens when all the border spaces are occupied (so the tile is completely surrounded).
