I embrace the madness!

The list is missing something though - rules for the KS units (Vulcan, Ninja, Engineers and HWTs). Only HWTs have draft rules up; as the Contest Scenarios production is nearing completion, I'm diving into those next.

I'm not Phil, so I can't speak authoritatively, but I would be enormously surprised if the answer was not "no plans at this time."

SJG has not, historically, been in the habit of editing rules changes back into older products. New editions, when they occur, generally include such edits, but are usually predicated on the addition of significant quantities of new material. Ogre Book 2e added a lot of new material to Ogre Book 1e - the edits to the existing material were incidental by comparison. And even in the case of scenarios like Icepick, the Ogre Book still uses the older versions of the rules, just to preserve them.

I'd be very surprised, frankly, if the Ogre Book PDF was a hot-enough seller to make updates to it seem even plausible at this point.
There's certainly an enormous intrinsic value to keeping the material available, and you don't have to sell very many PDFs to justify creating the file when, if you did your desktop publishing right back in the day, the PDF is only a very small number of editor's hours to create. But once you start talking about making edits and modifications to a PDF, that's real money, in terms of payroll and employee bandwidth, right there.

We live in different times than when the Ogre Book [even the 2nd edition] was made. Nowadays, there is a steady stream of high quality fan-made articles and other material being posted here and on the SJG forums on a continuous and ongoing basis, that anyone can easily access. Back when the Ogre Book was made, even as late as when the 2e was put out, publishing a book was the only way to get any of this material out to the fan community. It's a different world now, and curated compendiums of fan-made [and some official] supplemental material aren't as compelling a product category, the way they used to be. Discussion forums do the same job better and cheaper.

Steve Jackson's scenarios are out as Ogre Scenario Book 3.

That goal was already counted as achieved because they were published on the website.
