Yes, there is. The Elliot Avedon Museum and Archive of Games, located in the University of Waterloo, Ontario, Canada.

Deutsches Spielemuseum

Founded in Hamburg in 1984 by Peter Lemcke, and now with a permanent home in the German town Chemnitz. It picks different themes for its exhibitions, and draws from a 50,000 item strong collection. It also has several "road-shows" that tour other German towns, and occasionally these cross the German border.

As an aside, I heard that Sid Sackson attempted, unsuccessfully, to donate his collection (25K+ games, I think) to be used as the basis of a boardgame museum. However no one was interested.

Not so much a museum, more a research archive, but one that is open to public visits and enthusiastically supports activities of gamers, teachers looking for didactic methods, and the scientific community with its 7000+ item collection. Its most visible face is its busy website that targets Flemish and Dutch speaking users. The archive itself is based in Brugge (Belgium) and is located on the KHBO Campus, in the department for teacher schooling.

The Strong National Museum of Play in Rochester has mostly toys but some games in it's collection

The Toronto Public Library has a collection devoted to sci-fi and fantasy, which also includes a large number of games, though most are role-playing books.

I know the science museum in Chicago at least used to have an exhibition on the history of video games. Not quite what you want, but perhaps relevant and interesting nonetheless. Might be gone by now though.
