If you're writing about something that happens part way through the legacy experience. To do so, click the SP button or type [ o] [ /o] without the spaces to hide what's between them, you can use preview to check it worked before submitting. What's the difference between the Red and Blue box?
There is no difference in the contents of the boxes, only the box art and the art on the cover page of the rulebook are different.

Do I really have to do irreversible things to this game when playing it?
You are supposed to yes, however there are ways to preserve the game if you go to great lengths to do so.

Can the game be played after December?
There's lots of threads on this subject:

Briefly, there are no official rules for continuing legacy play after December, but this doesn't mean you're stuck with a useless piece of trash.

FAQ Notes
Important! To be clear, if you click on a spoiler box for a month, it'll only spoil stuff that happens at the start of the month, so if you have a question relating to something happening at the start of the month, you can click the spoiler box and it won't spoil anything. Stuff that happens later than the start of the month is in a spoiler box within the spoiler box.
This FAQ thread is often updated with new questions.
Some questions are currently marked as [UNCERTAIN], which indicates there was some disagreement in the rules thread and it wasn't resolved. I've put what I believe to be the correct answer for now and geekmailed the designers these questions to try and get a final answer. They'll be updated if so.
All questions that were uncertain have now been confirmed thanks to the designers.

Base Rules

Clarifications on Playing without legacy rules:
Funding is meant to be 5 (i.e. including 5 funded event cards) when playing games to get used to pandemic before starting the legacy experience. You win the game by curing all 4 diseases.

Can we change the number of players between games?
Yes, however I do personally recommend keeping roughly the same playgroup, and try to make sure no single person misses more than a few games.

If you lose twice in a month, do you move onto the next month?
Yes.

How does character loss and Civilians work?
If your character becomes lost, destroy that character. Discard your player cards and become a Civilian, if you had actions left, you may take those actions. At the start of the next game, you can choose a character (from those left) as normal, if there are not enough Characters left, some players may need to start as Civilians.

Is it legal to quit a game without finishing it because it's a lost cause, in particular, this would prevent additional panic stickers from being placed in case of outbreaks. Or, are we forced to sit there and see it through to the end?
You are supposed to play until you actually lose.

If the game ends in the middle of a chain reaction outbreak, does each city in the chain get an outbreak sticker? Or does the game end "immediately", so later cities in the chain are left un-stickered?
See page 13 of the rules under increased panic level. If the game ends during chain outbreaks you choose which cities increase in panic and you stop at 8 total outbreaks for the game.

Does Resilient Population affect all future games?
No, the card is only out of the game for the current game, it is not destroyed.

If I’m given cards outside my turn, will I have to discard down to my hand limit?
Yes.

Does the Dispatcher's moving of a pawn to another pawn count as "flying"?
No, as such he can move a pawn to a rioting/collapsing/fallen city that has a pawn on it (with that player's permission).

Is there a list of what doors to open when?

Research Stations
Where do you put the permanent research station stickers?
Officially, just above the dotted box used for rioting (see Atlanta). Unofficially, anywhere close to the city that makes it clear it is that city is fine.

Do the destroyed due to rioting stickers go on top of the permanent research station stickers?
Yes.

If there's a starting research station sticker on the board do I still have to put a Research Station piece there?
Yes.

Game End Upgrades
Is the number of end of game upgrades we get 2 per player or 2 for the whole group?
You get a total of 2 upgrades.

If I lose the first game of the month, do I get 2 upgrades at the end of the 2nd game in that month?
Yes, you get upgrades at the end of each game (so after the second January loss you;d have 4 upgrades total).

Character Upgrades
Can I upgrade Characters not used in the game just played?
No, see page 14.

How does Dispatcher work with pilot?
If the Dispatcher has Pilot upgrade, he can reveal a city card to fly any player to that city as an action (with that player’s permission).

Does Local Connection character upgrade require an action to use?
Yes, it still counts as using the treat disease action, just lets you use it in a different place.

If the medic has the local connections character upgrade, can he clear all disease cubes of a single color in an adjacent city for a single treat disease action?
Yes.

We gave the Medic the Local connection upgrade, does this mean once a disease is eradicated he automatically removes cubes in all cities next to him?
No, to use Local Connection, you must use the treat disease action.

Can the flexible character upgrade be used to get back unfunded events?
Yes.

Positive Mutations
If I eradicate a disease, can I use both game end upgrades to put 2 beneficial mutations on it (example 1 then 2)?
Yes.

Do you stick beneficial mutations on top of each other?
No, stick the next one just below the previous one, so both are visible and in effect.

What city cards can I put unfunded events on, does it matter if the card was in a player's hand, discarded or not drawn yet?
Any city card is a legal choice, it doesn’t matter where that city card was at the end of the game.

Does Scientist “stack” with the beneficial mutation, do I only need 3 cards to cure that disease with Scientist now?
Yes.

If we have the 2nd beneficial mutation, exactly when can we discover the cure?
You can do it out of turn, but you can’t so it halfway through an epidemic. It’s also worth noting when drawing player cards, you’ll have to discard down to hand size before curing.

Does the 4th positive mutation mean the medic automatically removes all black cubes by being in a city before the disease is cured? Once the cure is found, does everyone else automatically remove black cubes just by being in a city?
No and No, this upgrade only makes the “Treat disease” action more efficient for non-medic characters before the cure is found.

What happens if we win the game before the 2nd epidemic, since all diseases are cured and the card refers to uncured diseases?
[CONFIRMED] Select the cured disease with the most cubes to be COdA-403a.

Can local connections be used to treat COdA-403a?
Yes, at the cost of 2 actions.

If you lose the first game of Jan. but then win the 2nd game do you scratch off the win bonus on the back of the card in the legacy deck for winning Jan? Or is that only if you win the early month?

You get the bonus if you win the first OR second game of the month, but NOT if you lose both. After the first loss, just keep the card in play, and remember to scratch it upon victory.

COdA-403b
Can I use funded and/or unfunded events to remove COdA-403b cubes?
Yes, as this isn’t treating, remove is different than treat.

Quarantine
Where are the Quarantine tokens?
Behind one of the dossier doors you should have opened there should be a yellow rectangle saying to open package 1. Open package 1 now.

If you place a Quarantine Token on a city that has three cubes, then draw the city, does the quarantine token stop an outbreak from occurring?
Yes, remove the token instead.

Relationships
When do I place Relationship stickers?
The first time you play a character, you “create” it and name it. After you unlock relationships, when you create a character, you can give it a relationship with a named character, that is a character you have played before.

Do relationships work both ways?
Yes.

Can I use the rivals relationship to get back a funded event?
Yes.

We play with a dutch version and in February we opened the relationship sticker. The only two paired relationship stickers we got this month were 'coworkers' and 'family members'. In the FAQ I see they write about a 'rival' relationship, but we didn't have this up till now (February).

Where can this 'rival' relationship be found? Is this missing from the Dutch copy or did we miss anything?

There are two doors that need to be open. Door 1 and 6.

Win Bonus
If I lose the first game in February, can I use my January win bonus in the second February game?
Yes.

Objectives
I’m confused about objectives?
There should now be one mandatory objective and 2 other objectives, to win you need to complete the mandatory one and one of the other two. You don’t need to choose which you are going for at the start of the game.

If I eradicated a disease in a previous game, do I need to eradicate a disease in the current game to complete the eradication objective?
Yes, this objective is only completed in your current game when you eradicate a disease in your current game.

Military Bases
Where are the Military bases? What I’m I supposed to use?
Behind one of the Top Secret Dossier windows you opened there should be a yellow rectangle that tells you open box 2. Open box 2 now.

Can I have multiple structures in the same city?
Yes.

Are Military bases destroyed due to rioting? Is it illegal to build a military base in a Rioting city?
No and No, unlike research stations, Military bases aren’t linked to rioting.

Can the dispatcher, on his turn, shuttle a military personnel through military bases?
[CONFIRMED] No, as the Dispatcher couldn’t move his own pawn that way

Faded Figures
Where are the faded figures?
Behind one of the dossier doors you opened there should be a yellow rectangle instructing you to open box 3. Open box 3 now.

When Coda changes, do I replace existing cubes?
Cubes currently on the board aren't replaced until you have to place a Faded figure in that city.

Where do I place the circular faded stickers?
On top of the city’s circle.

Which city gets the city zero sticker?
The first city to have a faded figure placed on it.

If a faded city outbreaks to a non-coda/non faded city the new city becomes faded and you place a zombie. Do you convert any non-coda cubes on that city into faded figures?
No, from now on, when this city comes out from the infection deck, you place faded figure.

If a city (example Atlanta) is of a color I’ve eradicated (blue), and then it becomes faded due to a faded outbreak, what happens when I draw that card (Atlanta) in the infection step?
You place a faded figure on the city (Atlanta).

Can I use cards that remove cubes on faded figures?
No.

If a faded city outbreaks into a non-CODA city with 3 disease cubes - am I correct that the city turns faded (apply sticker), and then it will have 1 faded figure on it but it will retain the 3 original disease cubes ?
Yes.

If a faded city outbreaks as the 8th outbreak, will adjacent cities become faded?
[CONFIRMED] Yes.

Accelerated Incubation
Does the “Add a Faded figure when drawing a Player card matching the COdA color.” rule apply during game setup, when drawing opening hands?
No, it only applies during the game, when drawing cards in your turn.

If I draw a card of a non-coda color city that became faded due to an outbreak, does it get a figure?
No.

Does the “if this would place a fourth figure, it is ignored and not placed-no outbreak occurs and no quarantine marker is removed” rule mean drawing coda color player cards never removes Quarantine Markers?
No it only applies to if the 4th figure would be place. If a 1st,2nd or 3rd figure would be placed, remove a quarantine marker instead.

If a player draws 2 cards, and 1 is an epidemic and the other is a coda color city card, what happens first?
[CORRECTED] Add the Faded figure first, then resolve the epidemic.

What if that city does not yet have a faded city sticker, does it get one from drawing that city card from the player deck? or do you only place faded city stickers as a result of drawing cards from the infection deck?
It will now get a faded figure and you would need to add a faded city sticker.

Do Quarantine markers stop figures being placed due to accelerated incubation?
[CONFIRMED] Yes, remove the quarantine marker instead. This also stops the city from getting a faded sticker.

Objectives
What if there are not 7 faded cities yet?
That objective is not currently possible to complete yet, to win you’ll have to do other objectives.

Equipment
Does the “Field Hospital” last for the turn or for the game?
The field hospital lasts only for the turn it is played and then goes away. The part about not being permanent is to cover the case where someone plays it on the very last turn of the game and then wins in the middle of that turn when the field hospital is in play.

If I have Military Equipment in hand, can I use the Military Shuttle flight action?
No, your character card needs the military icon to do this.

Can the soldier pick up and use the same equipment card multiple times in a turn?
Yes.

Can the soldier cure a disease which has the second beneficial mutation?
No, he can never cure any disease.

Search
I’m confused about search, what’s a search card?
Likely you have not reached stop on the legacy deck yet, a key component to understanding search is the search card in the legacy deck.

Where are the search party tokens?
You should have opened door D which instructs you to open box 5. Open box 5 now.

If you discard the city card of the research station you are in via the search action, do you progress 3 or 4 spaces, the card would satisfy both points on the progress tracker (same color, city card of research station)?
3 spaces, it doesn’t say 3 additional spaces.

For searching, what color are faded cities?
Faded cities still maintain their color for purposes of searches. For example, if blue is the COdA color and you search a Faded city that is red, you advance the search track by playing *red* cards from your hand because they match the color of the city.

What if there are no research stations in faded cities?
You will need to build one (or use Field Hospital ) if you wish to attempt the search.

If the dispatcher has Paramilitary Escort upgrade, does it apply to moving other characters?
[CONFIRMED] Yes.

“Paramilitary Escort” upgrade says “whenever you leave a city [...]”, does that mean that it also works if the Dispatcher moves that pawn?
No. The Dispatcher moves pawns according to the Dispatcher's abilities and upgrades. However, if the Dispatcher had the upgrade, any pawn they moved would trigger the effect.

For the July win bonus, should the base and sticker go on the same city?
Yes.


August

Search
For the Immunologist search, what if there are no faded cities rioting?
[CONFIRMED] In the rare event that you are unable to search in a Faded city that is rioting, you may search in a Faded city that is unstable. If you don't have any unstable cities, search in any Faded city. Players who are unaware of the rule above will still be able to complete their game

Is the October win bonus misprinted?
[CONFIRMED] Yes. It won't have any effect on your game, however. Take the other win bonus instead.

We lost our first game in November, but we managed to vaccinate 6 cities. The objective card says to destroy it if we complete it, but we lost the game. Do we still destroy the objective card, or can we complete it next game as well?
You destroy it, there should still be enough objectives left to win your next game.

We lost our first game in November and vaccinated less than 6 cities, do we need to vaccinate another 6 cities?
No, just enough to bring the total up to 6.

Well for most months all the stuff happens at the start anyway, for months where stuff happens midway or at the end, there's separate spoilers within the spoilers section.

One thing I've been wondering for a while which seems pretty obvious but I've not seen asked/stated anywhere: if you've lost so many characters you don't have one per player still alive at the start of a game, some players have to start with a civilian, yes?

The big questions that seem to be very frequently asked, which you've not addressed, are:

* Do I really have to do irreversible things to this game when playing it?
* What's the difference between the red and blue sets?
* When will the game be #1 on BGG?

Has this been confirmed by the designers? That goes against what the card says, and also invalidates the October Win Bonus card which can be used in November to aid the search for Patient Zero. If you open box 7 at the beginning of November, then there's no use for the first option in the Win Bonus.

Also, this item in the FAQ should be put in November, I believe, as you draw that card during the November setup.

We made a mistake by thinking that the number 1 on the card referred to opening box number 1, which you do at the same time. Good think it didn't had any important game play implications since we used both relationship stickers on the two new characters of the other sticker sheet!

Has this been confirmed by the designers? That goes against what the card says, and also invalidates the October Win Bonus card which can be used in November to aid the search for Patient Zero. If you open box 7 at the beginning of November, then there's no use for the first option in the Win Bonus.

Also, this item in the FAQ should be put in November, I believe, as you draw that card during the November setup.

I've marked it as [UNCERTAIN] for now, your right about it being start of November (it's been moved), but I'm pretty sure the idea is to introduce Box 7 in November (your pretty stuffed without it) and I believe the win bonus is a misprint. I'll check with the designers.

Thanks to the designers, many of the [UNCERTAIN] questions are now [CONFIRMED], please note however, one of the uncertain ones in May had an incorrect answer and is the first (and hopefully last) question to be [CORRECTED]. The designers have been messaged again to resolve issues that have come up after the first set of questions.

In the rare event that you are unable to search in a Faded city that is rioting, you may search in a Faded city that is unstable. If you don't have any unstable cities, search in any Faded city.

General start-of-campaign rules question:

If a card says "Play at Any Time," can you really play it at ANY time, even when it's not the action phase?

For example, in the midst of the infection phase, could you play a card that allows you to remove a cube immediately after flipping over an infection card for a city with three cubes, thus avoiding an outbreak?

I'm ashamed to say that I have played 50-100 games of vanilla Pandemic (albeit almost always without the Remote Treatment card) and I don't know the answer to this. But playing Legacy really ramps up the tension and my desire to make sure that every rule is followed correctly.

Just some questions:

1.Can the dispather move a pawn to an other standing in a rioting city without discarding a card? I would say yes.

2.When you go out of cubes during a outbreak is the game lost at this very moment? And can you choose with cities to put the cubes in? It's interesting when you could have a following outbreak.

I don't have the rulebook in front of me, and I'd imagine there's a FAQ for "vanilla Pandemic" (ah, I remember the vanilla pandemic of aught seven. Delicious, but deadly), but here goes.

Once you start resolving a card (most important being an epidemic card), you can not interrupt it, unless given express permission to do so. There is one event card that allows this, and it says something to the effect of "this can even be done between the infect and intensify steps of an epidemic card." Otherwise, you must complete the actions on the card before playing an event. But yes, once you have completed the epidemic, ending with shuffling the discard pile and placing it back on top of the infection deck, you can then play event cards before moving on to the Infect Cities phase of the turn.

On a related note, there is an event card that gives you two extra actions in the turn in which it is played. There's a lot of discussion on the Legacy forums about whether that can be played after drawing two cards. The On The Brink rules are clear that it can not. Apparently the Legacy rules didn't specify. My wife and I played as if the card followed the On The Brink rules.

Ok, yes, this sounds right to me.

This definitely sounds correct. I don't see how you could legally take actions when it's not even the action phase.

Yes, definitely. The dispatcher's "move to another pawn" special ability is not a Drive/Ferry action.

I have one more question about February.

When you start February you get to know they are working on COdA-403b and you can open box 1 with the quarantine tokens. The Dutch rule sticker says "A" player can use an action to place a quarantine token in a city where he/she is.

My question is can every player place a quarantine token or only the just revealed quarantine specialist?

On the extra action cards there is just one card with the extra action place a quarantine token the others are all blank.


Just to be sure, I am doubting at everything now
