I just played my first game and I did not think the Germans had a lot of tactical choices. I don't understand why the Germans draw their targets randomly (well they draw 10 and assign three). But why not knock out all the radar on turn 1? Can they bomb any target but only get credit for their assigned one? Has anyone modified the way targets are assigned?

I think most people would say the Germans have more options than the RAF; whether that is a lot may be more a matter of perception. As to the larger question, while the Germans are at a disadvantage (as makes sense historically), they definitely can win.

BoB games in general need to mitigate historical hindsight... you know the Luftwaffe needs to knock out radar, then hunt down RAF fighters. You would never make London a priority, and would only fight within optimal range of the ME109, and never tie your fighters to escorting bombers.

You would defeat the RAF before the first die was cast...

An integral part of any good BoB game, IMO, is making the luftwaffe subject to strategic choices out of their operational control.
