This was just posted on Pandemics' Facebook page (emphasis mine):

Many of you have been wondering how the Compatibility Packs we announced are going to work. Today, we will try and clarify all of the questions you may have about the Compatibility Packs.

There will be two Compatibility Packs.

Pack # 1:
All of the cards from the new edition of Pandemic
48 City cards, 48 Infection cards, 7 Role cards (including the two new roles: Contingency Planner and Quarantine Specialist), 6 Epidemic Cards, 5 Event cards, 4 Reference cards.

Pack # 2:
All of the cards from the new edition of On The Brink
8 Event cards, 8 Virulent Strain Epidemic cards, 7 Role cards, 4 blank cards, 3 Mutation Event cards, 2 Mutation Cards, 1 Epidemic Card, 1 Reference card.

So what happens if…

1- I have the previous edition of Pandemic and I want to play the new edition of On The Brink?

You will need Pack # 1.

2- I have the previous edition of Pandemic and the previous edition of On The Brink and I want to play In The Lab?

You will need Pack # 1 and Pack # 2.

3- I have the previous edition of Pandemic and the new edition of On The Brink and I want to play In The Lab?

You will need Pack # 1.

4- I have the new edition of Pandemic and the new edition of On The Brink and I want to play In The Lab?

No Compatibility Pack is needed.

Hopefully, this will have cleared up the confusion about the Compatibility Packs.

So pretty much the only thing not changing is the map and the cubes?

The cubes appear to be changing to clear colored plastic instead of wood.

Well the map changed a little - besides the redesign look. One spot changed names to Montreal instead of Toronto. So, I guess for those that get the compatibility pack they will have to explain that to other players before playing - if you draw Montreal card, place cubes on Toronto.

How about a 3rd compatibility pack: the two new role cards printed in the OLD STYLE, for those who have the OLD Pandemic and OLD On The Brink. That would easily fit in a 1st class envelope and would be cheap to buy and cheap to ship.

I have both the old Pandemic and old On the Brink, and I will definitely NOT even consider buying In the Lab until there are lots and lots of reviews and comments about it, because I'd have to buy TWO compatibility packs to play it.

Buying one compatibility pack (#1) just to get 2 new role cards is not worth it. You can always play using the roles without the actual cards. $1-$1.50 to get two new role cards in the old art would be worth it.

Buying two compatibility packs just to be able to play the In the Lab expansion will depend on whether the new expansion is worth the investment in a game+pack1+pack2.

This will be an interesting experiment for other game companies to observe. How will people feel about having to buy compatibility packs? Will that hurt sales of the newest expansion? Or will people re-buy the new versions of Pandemic and On the Brink (even though they already own the old versions) so that everything matches perfectly?

Also, shouldn't compatibility pack #1 also include two new pawns for the new roles?

Or the cards in compatibility pack #1 could be printed with Toronto on them, to match the board. As long as In the Lab has no city cards, they might be able to get away with that.

Something I am wondering too. It has been asked on the Facebook page - so maybe there will be answer eventually.

Agreed! I just got On the Brink last June and have only played it like three times. I don't want to have to buy two new packs for it! Boo!

Yeah... I get that they wanted to update the graphics, board, and components and that's probably good, but I really wish they had left the card backs the same. In a way, despite Pandemic being my favorite game, I don't feel excited about a new expansion knowing they are going to force me to buy these packs to use it.

Harrumph! Good points; what about the pawns for the new roles? I suppose like the cards, you could play the new roles with other pawns much as custom variant roles are played.
But really, while we're making all these changes and packs, why not a #3 compatibility pack to make 'In the Lab' match the previous versions of Pandemic?

It's almost funny that some people have already had to have their cards replaced because of the linen / gloss finish problems, and now might have to replace their cards yet again with more compatibility packs. What's going on over there at Pandemic HQ??

There we go, compatibility pack #3: all In the Lab cards backwards compatible with the old Pandemic/OTB art style, plus the two new Pandemic roles in the old art style, plus two new pawns.

And optionally pack #4 could be: two new Pandemic roles in old art style, plus two new pawns. If you later decided you DID want to buy In the Lab, you could buy compatibility pack #3 and be good to go, and you'd just have a couple extra cards and pawns.

They're stuck between a rock and a hard place, though, because if there will ever be future expansions beyond In the Lab they'd have to make a backwards compatibility pack for that, too. Seems like they really want to convert everyone to the new style, to make it easier for future expansions (although how many more expansions could there be??)

I gotta agree, the new expansion has to be really worth it for that kind of a hassle. When they didn't mention any compatibility packs for In the Lab, I was hoping that it would simply add another element and be compatible with both the old and new design. Too bad that that's not the case.

I'd rather buy backwards compatibility packs for upcoming expansions, than switching to these new cards. But, as this won't probably happen, I'm thinking of sleeving all cards with opaque sleeves.

Meh I think I'll opt out - Pandemic for me was complete after I purchased On the Brink.

I do appreciate them bothering to offering the updating packs though.

They really ought to just call it Pandemic 2nd edition, change up the map, add new zealand, and make a whole new deal. There would probably be less complaints.

It would be just like Descent did with their 2e.

One thing I don't really get, since there is no known change in game play so far, why do we need the Compatibility Packs to use the new expansion? The only thing I can think of is that they may change the back of the cards. If that is all then colored sleeves will solve the problem.

New info as come out in replies to the facebook post:

1. Montreal and not Toronto is in the compatibility pack. So you will need to explain to players before you start the Montreal/Toronto issue.

2. They still haven't answered the pawn issue -so that isnt looking good. My guess is its cards only.

As long as we can get the new role cards and pawns, this is true. However, those are some BIG stacks of slippery sleeved cards.

My preferred solution would be a backwards-compatible version of the expansion - new roles on the old role templates, new expansion cards with the old card backs, and any new pawns.

Kickstart it, throw it in a bubble mailer, and I'll store it in my empty On The Brink box. I'll overlook the Montreal thing.

Here is my idea.

If you want to buy "The Lab", go find some opaque card sleeves in two colors / designs.

Sleeve everything. Player cards in one, infection in the other. Problem solved.

Except the two role cards.
